Client Location - CoC and County

Recording the correct Client Location

Note: This document aligns with a clarification provided to ICA by HUD Technical Assistance Providers in February 2020. The Client Location fields (for CoC Code and County) are no longer required to match as they now relate to different items. While they will frequently match, there are times at which they will not match. Each of the two elements is defined below, followed by a few examples.

Tenant-Based/Scattered-Site Projects

Client Location (CoC)

The Client Location (CoC) field in the Entry/Exit record must align with the funding for the project for tenant-based/scattered-site projects, regardless of the client's geographic location. This data element is intended to assist the HMIS system in identifying with which CoC each Entry/Exit record should be associated and will impact which CoC's System Performance Measures (SysPM), Longitudinal System Analysis (LSA) and other reports include the specific Entry/Exit record.

Client Location (County)

The Client Location (County) field must match the geographic location of the client's residence or location they are staying at night (if they do not have a residence) while receiving services. This data element is designed to allow CoCs and HMIS-Participating Projects to determine where the clients they are serving are actually located. 

Facility-Based/Single-Site Projects

All facility-based/single-site projects will have the Client Location (CoC) and Client Location (County) that match the geographic location of the facility-based project. 

Examples of correct CoC Codes and County Locations

"Sally" is in a CoC-Funded Rapid Rehousing project funded by the MO-600 Springfield CoC. She lives in a housing unit located in Webster County, which is in the Springfield CoC.

  • Sally's Client Location (CoC): MO-600 Springfield CoC
  • Sally's Client Location (County): Webster County

"Milton" is in an SSVF Rapid Rehousing Project funded to operate in specific counties. The specific counties fall into the MO-500 St. Louis County, MO-501 St. Louis City, and MO-606 Balance of State CoCs. He is housed within Jefferson County, which is in the Balance of State CoC.

  • Milton's Client Location (CoC): MO-606 Balance of State CoC
  • Milton's Client Location (County): Jefferson County

"John" is in a CoC-funded Permanent Supportive Housing project funded by the MO-606 Balance of State CoC, but lives in housing located in Greene County, which is not within the Balance of State CoC. 

  • John's Client Location (CoC): MO-606 Balance of State CoC
  • John's Client Location (County): Greene County

"Susan" is in an ESG-funded Emergency Shelter that receives from three different ESG recipients (funders). The shelter is funded with Missouri Statewide ESG funds (also known as "MESG"), St. Louis County ESG funds (also known as "FESG"), and St. Louis City ESG funds (also known as "HESG"). The shelter facility is located within St. Louis City. 

  • Susan's Client Location (CoC): MO-501 St. Louis City CoC
  • Susan's Client Location (County): St. Louis City

"Karen" is in an ESG-funded Homeless Prevention project that is funded by the St. Louis City ESG (also known as "HESG"). Her residence is within Jefferson County, which is not in the St. Louis City CoC. 

  • Karen's Client Location (CoC): MO-501 St. Louis City
  • Karen's Client Location (County): Jefferson County
