Housing Move-In Date Guide

This guide provides the basic steps for permanent housing projects (RRH, PSH, and OPH) for documenting a housing move-in date. For additional assistance beyond this guide, please contact the ICA Missouri Helpdesk.

Definition and Expectations

The purpose of the housing move-in date is "to document the date that a household admitted into a permanent project moves into housing" (FY2020 HMIS Data Standards v1.7, p. 87). In other words, the housing move-in date is the first night they physically spent in the unit, regardless of the date the lease was signed. There are some extenuating circumstances, though, as explained below. 

Moving to a new rental unit

In the event a client moves from one rental unit to another rental unit without spending any nights homeless, the housing move-in date should be left as the date the client initially spent in the original unit in order to reflect that the client has been housed continuously since that date. In the event the client becomes homeless for one or more nights, the information under "Loss of housing" applies instead. 

Transfer to a new project

In the event a client is transferred from one permanent housing project to another permanent housing project but does not spend any nights homeless, the housing move-in date in the new project should match the new project start date to reflect that the client was housed at entry to the new project. 

Loss of housing

In the event a client loses their housing while still enrolled in the program, they must be exited from the project on the day they lost their housing, even if the rent has been paid to the end of the month. If the project intends to continue working with the client to find other housing, the project should also then create a new entry/exit with a project start date that is one day after the exit date of the previous record. It is vitally important that the housing move-in date be cleared out of the new entry/exit, but left alone in the prior entry/exit. 

Recording the Housing Move-In Date

Before beginning, ensure your Enter Data As (EDA) is properly set and that you've opened the client record and set the appropriate back date.

Steps

Open the record for the Head of Household and set the back date to the date the household physically moved into the unit (i.e., the first night they stayed in the unit overnight).

Go to the Entry/Exit tab and click on the Interim Reviews button to open the Interim Reviews popup.

In the interim reviews popup, click the Add Interim Review button, then confirm the interim data. Once confirmed, click Save & Continue. 
  • If the individual is part of a household, make sure all family members enrolled in your project are checked.
  • Select "Update" from the Interim Review Type drop box.

Scroll down to the Permanent Housing, including RRH only header and enter the Housing Move-in Date.

Review the information listed in the assessment and update as appropriate.

If a household, repeat steps 4 and 5 for all Household Members. Otherwise, continue to next step.

Scroll to the bottom and click Save & Exit. Then click Exit to close the interim reviews popup.

The client/household has now been appropriately documented as housed within your project.
