Using the Persons Served Portal for Non-HMIS Housing Projects (RRH/PSH/OPH)

This guide provides instructions on utilizing the Persons Served Portal to report required PIT/HIC information for non-HMIS housing providers who operate Rapid ReHousing (RRH), Permanent Supportive Housing (PSH), and Other Permanent Housing (OPH) projects. HMIS-participating providers will be generating their report using the information they have entered into the HMIS instead of using this tool.

Surveys should be completed based on the clients enrolled and housed in the project on the night of the Point in Time count.

Using the Persons Served Portal

The Persons Served Portal is a form that should be completed using information about the actual number of clients housed by a given project on the night of the count. You will be asked to verify that the project meets the basic criteria for inclusion in the PIT/HIC, and then you will be asked to indicate the total number of people housed on the night of the count. You will then be prompted to report the total number of household and individuals in each of the following household types: 

Household Type Definition
Adult Only All household members are age 18 or older
Adult & Child At least one household member is age 18 or older and at least one household member is under age 18
Child Only All household members are under age 18
  • For agencies operating more than one RRH, PSH, or OPH project: one form should be submitted for each project.
  • For CoC-funded projects that operate in multiple CoCs: one form with information for all clients served should be submitted for the CoC funding the project
  • For all other projects that operate in multiple CoCs: separate forms should be submitted with information for individuals served in each CoC.
