Vulnerable Populations for St. Louis City CoC

This guide has been written to assist users with a BusinessObjects license in properly running the Vulnerable Populations for St. Louis City CoC Report. 

Note: This report has been developed for use by the St. Louis City CoC. If projects in another CoC wish to use this report, or if another CoC wishes to have their own version, please send in a Report Request Form to the ICA Missouri Reporting Team.

Setting the Prompts

Prompt Instructions
Select Federal Partner(s): This prompt is for use by ICA System Administrators only. Leave the prompt blank unless otherwise instructed by an ICA team member.
Select Providers(s): Select the project(s) for which you wish to run the report. 
Note: If this prompt is completed, the "Select Reporting Group(s):" prompt must be left incomplete (blank).
Select Reporting Group(s): Select the reporting group(s) for which you wish to run the report.

Select Project Type(s): This prompt is for use by ICA System Administrators only. Leave the prompt blank unless otherwise instructed by an ICA team member.
Join split projects? This prompt is available to allow users to determine whether grants/programs that were split into multiple projects (e.g., site-based and tenant-based, divided by CoC or region) should be grouped together within the report or reported as separate projects. In general, this should be left "no" unless generating the report for a purpose which requires a grant be reported as a single set of numbers instead of multiple numbers, in which case the prompt should be changed to "yes."
Show client names? This prompt is available to allow users to determine whether the report needs to show client names on the Detail tab. In general, this should be left "no" unless generating the report for the purpose of checking individual client information and names are necessary, in which case the prompt should be changed to "yes."
Enter Start Date: Enter the start date for the reporting period in M/d/yyyy format. For example, if you're running a report for 7/1/2020-6/30/2021, the date entered in this box would be 7/1/2020.
Enter End Date PLUS 1 Day: Enter the date after the last date of the reporting period in M/d/yyyy format. For example, if you're running a report for 7/1/2020-6/30/2021, the date entered in this box would be 7/1/2021.
Enter effective date Enter the date after the last date of the reporting period in M/d/yyyy format. For example, if you're running a report for 7/1/2020-6/30/2021, the date entered in this box would be 7/1/2021.
EDA Provider If only one project is selected in "Select Project(s):" above, select the same project here. 
If more than one project is selected in "Select Project(s):" or one or more reporting group(s) has been selected in "Select Reporting Group(s):", then select one of the projects within the selected projects or reporting group. 

Reading the Report

This report has four tabs, each serving a specific purpose. 

Important! If the "Show client names?" prompt is set to "Yes," then the report cannot be emailed (even within agencies) unless encrypted because it contains directly identifying information, nor can it be shared outside of the agency. If the "Show client names?" prompt is set to "No," caution must still be exercised as the information in the report could be used to indirectly identify individual clients. 

Summary

This tab shows the names of all the providers included in the report, along with the total household count and number of households which meet each criterion. 

Name Description
Provider Name Lists the name of the provider(s) included in the specific row.
Note: If multiple project ID numbers have been combined at the end of the provider name, then it is a group of multiple providers showing on that row.
Count Shows the number of households/groups served by the project during the reporting period.
CH Shows the number of households/groups where one or more persons met the criteria to be determined Chronically Homeless as of project start per the HMIS Standard Reporting Terminology Glossary definition of "CH at project start."
Note: This does not always align with the chronic status utilized by projects to determine chronicity for eligibility purposes. 
Vet Shows the number of households/groups served where one or more persons is marked in HMIS as a U.S. Military Veteran.
Youth Shows the number of households/groups served which qualified as Youth Households. A youth household is one where all household members were at or below the age of 24. 
Note: Age calculated based on the report start date for clients already enrolled in the project as of the report start date, or the project start date for clients who entered during the report period. 
AC Shows the number of households/groups served which qualified as Adult & Child Households. An adult & child household is one where at least one individual was under the age of 18, and at least one individual was 18 years of age or over. 
Note: Age calculated based on the report start date for clients already enrolled in the project as of the report start date, or the project start date for clients who entered during the report period. 
DV Shows the number of households/groups where at least one individual indicated they had been a victim or survivor of Domestic Violence as of project start as shown on the special needs assessment.
MF Shows the number of households/groups where at least one individual is considered Medically Fragile. To be medically fragile, an individual must have three or more health conditions as of exit or the report end date, whichever comes first. Health condition information is pulled from the special needs assessment. 
Note: The health conditions do not need to be considered long-term/impairing to be counted for this particular column. 
Note: A single individual must have three or more conditions; a household with multiple individuals with three different conditions does not qualify unless one of those individuals has three or more health conditions.
Note: For the purpose of this report, Alcohol Use Disorder, Drug Use Disorder, and Both Alcohol and Substance Use Disorder have been combined into a single health condition. 
MHD Shows the number of households/groups where at least one individual has a Mental Health Disorder, as of project exit or report end date (whichever comes first), which has been marked as long-term/impairing, as shown on the special needs assessment. 
SUD Shows the number of households/groups where at least one individual has a Substance Use Disorder, as of project exit or report end date (whichever comes first), which has been marked as long-term/impairing, as shown on the special needs assessment.
Note: For the purpose of this report, Alcohol Use Disorder, Drug Use Disorder, and Both Alcohol and Drug Use Disorder have been combined into a single health condition. 
DD Shows the number of households/groups where at least one individual has a Developmental Disability as of project exit or report end date, whichever comes first, as shown on the special needs assessment.

Detail

This tab has a row for each individual in the household and shows whether they met each of the five specific criteria as of their project entry. Households are grouped together using shaded rows. 

Column Group Notes
Provider Name of the provider in which the individual is enrolled.
Household HMIS-generated group identifier and is used primarily for internal purposes.
  • Count: Household ID: The count of unique identifiers (aka deduplicated records) in this column is used to calculate the "Count" column on the Summary tab. 
Client This column group contains the Client ID, the Client Name (if selected in prompts), and the Relationship to the Head of Household. 
Chronicity Determination This column group includes all of the different information needed to determine whether the individual client met the definition of chronically homeless at project start as defined in the HMIS Standard Reporting Terminology Glossary (more details available above).
  • CH: Chronic: If this column indicates "Chronic" for one or more household members, the household will be counted in the "CH" column on the Summary tab.
Veteran This column will say "Yes" if the information in the system indicates the client is a U.S. Military Veteran. 
  • Vet: U.S. Military Veteran: If this column indicates "Yes" for one or more household members, the household will be counted in the "Vet" column on the Summary tab.
Household Composition This column group contains all of the information needed to determine whether the household qualifies as a "Youth" household and/or an "Adult & Child" household.
  • Youth: Youth Household: If this column indicates "Yes," the household will be counted in the "Youth" column on the Summary tab. 
  • AC: Household Type: If this column indicates "With Children" (aka Adult & Child Household), the household will be counted in the "AC" column on the Summary tab.
Domestic Violence This column will say "Yes" if the information in the system indicates the client is a survivor of domestic violence. Each household group where at least one individual has "
  • DV: DV Survivor: If this column indicates "Yes" for one or more household members, the household will be counted in the "DV" column on the Summary tab.
Health Conditions This column group contains all of the different information needed to determine whether the individual client met the different health condition criteria at project exit (or report end date, for those who had not exited as of the report end date). 
  • DD: Developmental Disability: If this column indicates "Yes" for one or more household members, the household will be counted in the "DD" column on the Summary tab. 
  • MHD: Mental Health Disorder: If this column indicates "Yes, Long-Term/Impairing" for one or more household members, the household will be counted in the "MHD" column on the Summary tab.
  • SUD: Substance Use Disorder: If this column indicates "Alcohol Use Disorder," "Drug Use Disorder" or "Both Alcohol and Drug Use Disorder" AND "Long-Term/Impairing" for one or more household members, the household will be counted in the "SUD" column on the Summary tab. 
  • MF: Medically Fragile: If this column indicates "Yes," the individual has three or more of the health conditions identified and the household will be counted in the "MF" column on the Summary tab.

Additional Information

This tab contains information about the report that can be utilized by ICA staff to determine whether the report was run properly by the user.
